Our
Legislation
We have improved upon last years legislation and will
reintroduce it in the 2008 Washington Legislative Session.
It will allow all qualifying products recognized under the new Remediation Standard
and is not product-specific in nature. We believe this is fair
and have worked hard to incorporate suggestions by WOSSA,
on-site professionals, and other stakeholders. Many
thanks to John Thomas (WOSSA) and Dave Lenning (DOH) for the
July '07 meeting at the WSU Extension center in
Puyallup. (go Cougs!)

products require a certain amount of maintenance and ours is
no exception. No service provider can be at the site
all the time and sometimes you get the call before we do. If it
is one of
our systems, we want to know about it and we will jump right
on it. We share the same Environmental Health
goals and it is a win-win situation when you call us with

A word
about the new Remediation RS&G. This is an important
document - and it references the new Remediation Drain-field
Recovery Standard, which is IAPMO's #IGC 180-2003.
Consider adopting the IGC Standard for your jurisdiction.
This will simplify your life and protect the public from
untested products.
The WAC give you full authority to do so.
We
welcome all of our competitors to qualify under the IGC#
180-2003 Standard. The SludgeHammer manufacturing facility gets
surprise inspections; we MUST maintain the quality of our
product and continue to meet the tough requirements of the
IGC Standard. Manufacturers of Non-listed products
will be tempted to cut corners - nobody wants that! I don't have to
tell you that an untested product can
create liabilities for your agency. This is why recognition of
appropriate up-to-date Standards is so important.
There are
copy cat products trailing in the wake of Dr. Wickham's
work. Dr. Wickham, PhD is one of the leading
scientists in septic system remediation. You can tell a copy
cat product because it is not UPC Listed. Visit
www.ANSI.org and search
the standards for "IGC 180-2003" for qualifying products.
By adopting the IGC 180-2003 Standard product consistency is
assured. Ask your legal council about the
value of adopting a known, nationally recognized standard
vs.
opening the door to non-listed products (produced in
facilities without proper oversight).

Washington State Legislators & State Department of Health:
Thank
you for your support, guidance, encouragement and advice.
Support for a new standard (instead of a specific
product) creates a competitive playing field for all of us
in the on-site industry. It will quickly give us new
tools for combating septic failures & environmental
recovery. Promoting Standards brings to the
consumer the confidence of a tested product.
We have been working hard to listen
carefully to all the input from various stakeholders since
our legislation (HB 1821 & HB 2012) from the 2007 session.
Our new 2008 legislation SSB 6620 and now the proposed
Budget version is a definite step in the right direction. I

...The difficulties
of effectively administering on-site regulations are ...
numerous... A second difficulty stems from the arduousness of
the journey required for approval of new technologies.
Approval really should receive top priority from administrative
agencies... many do not... I shall speak only to the issue of
trust... If a
homeowner... paid $15,000 for a septic system when a better
system would have cost $7,000, will that homeowner appreciate
the services of the administrator?... We must ask: "Which is
more worth protecting - the status quo or public health?"
